Off the top of my head, it looks like you're using wpa_supplicant, which you don't need for WEP, I don't know what format you're entering the password in when using the iwconfig approach. If I was to really help, I'd spend some time on google and reading the iwconfig manpage (which I am sure you're capable of as well).
