[5:06] <pennTeller> Reporting back that the issue on the raspberry pi has been fixed
[5:07] <pennTeller> at the end of the day it was a problem with hostapd... a web interface that I installed installed hostapd and dnsmasq without me noticing and it was messing up the configurations for arp somehow
[5:07] <pennTeller> removing both of these programs and rebooting fixed the issue
