[0:11] <SmallAnimal> Yeah I tried that. It gives me a new ethernet interface so I ran tcpdump on it and looked at the arp packets it's spitting out, but when I tried to SSH into the searching IP address it still failed to resolve.
[0:12] <SmallAnimal> I also tried pinging raspberrypi.local with tcpdump running, got no extra traffic I'd expect, so it seems like avahi isn't running on the interface. x_x

Basically, each zero gadget has static ip on the usb0 interface (set with /etc/dhcpcd.conf) and runs dnsmasq DNS to allow the pi3 to always have an IP address without any setup. sometimes it works and sometimes (like now) the usb0 and usb1 interfaces are showing up on the pi3, with completely different subnets to what I set and arp-scan just says the interface aint available
