[0:16] <kenzo> IIRC you only get two repo lines on first install, so knocking both those out would mean you have 0 repos
[0:16] <sware2> the issue now is with that repo commented out it can't find python-pexpect, which I need. With that repo it finds python-pexpect but again fails on waiting for headers.

[0:17] <sware2> mirrordirector is pushing me to that same repo that fails
[0:18] <kenzo> I'm wondering if you have either a proxy or your isp is intercepting you for some stupid reason

[0:18] <sware2> why would they intercept only specific packages
[0:18] <kenzo> sware2: ok... if your packages are healthy you shouldn't get anything from that command (it restarts packages that didn't finish because of an unexpected restart or yanking out media)
[0:19] <sware2> like it's install 8 other packages and fail at one that's like 20kb so it's not size
[0:19] <kenzo> sware2: the repo is just a basic http server and some folders, nothing fancy... waiting for headers kinda indicates that it's not getting back the package list file on the repo server

[0:29] <kenzo> i dont get it, you dont have a corrupted apt database, none of your packages crapped out mid-install, fs is clean, you didn't go on a chmod-spree before doing this and the network is fine

[0:29] <kenzo> and you're not using a repo hosted in mom's basement

[0:31] <kenzo> the one that failed on you, the python meta package nearly everyone installs that too so if it was corrupted you'd have every rpi user howling

[0:32] <sware2> I can set up a hotspot and see. I'm currently doing a fresh flash with another microsd card reader. just in case it's some kind of crazy issue

[0:34] <kenzo> calling ntpdate would resync it. also sudo strace apt-get update sounds like a good idea although the clock thing seems a bit bogus--stretch reaches out to get a clock value on first network join

[0:35] <sware2> I set the locale through raspi-config and rebooted to set the time properly. Same issue

[0:45] <friendofafriend> I would probably start by running a ping to your LAN's default gateway for a while, and see if you're dropping any packets to it.
[0:46] <friendofafriend> And if you're having no issues on your LAN, I'd next ping the default gateway for your WAN network.

[0:48] <kenzo> the cable could be dodgy but that's kinda rare---so much other stuff would be broken/noticeable

[0:50] <friendofafriend> Network problems are usually close to the user. It's most likely to be your LAN, and next it's likely to be the run from your cable modem to the ISP.

The CURRENT that flows through the line is measured by amperage (amps) and comes in 15A, 20A, 30A varieties for mains sockets. Your appliance can draw up to that amount before a fuse is blown. But if you plug in a tiny draw appliance like a cell phone charger it's not going to draw at 10 amps it's drawing from

Has the effect of giving you a shock any time you touch the metal bits on your electronics, causes touch screens
